U.S. high seas marine text forecasts are prepared jointly by the Ocean Prediction Center(OPC), National Hurricane Center(NHC) and Honolulu Forecast Office(HFO). The map above contains the description for each of these high seas forecast areas. Several high seas forecast products combine these areas. See table below for a more detailed explanation. As of June 30, 2017, the the Directorate of Hydrography and Navigation of the Navy of Peru began preparing the High Seas Forecast for METAREA XVI (E Pacific from 3.4S to 18.35S E of 120W).

If you are interested in international high seas forecasts, the Worldwide Met-Ocean Information and Warning Service (WWMIWS) of the World Meteorological Organization (WMO) is a good resource.
